Pardon used to be for a specific crime for which someone had been convicted. This "pardon" is something else entirely.

There has been a lot said about the US drone attacks in the media as well as in parliament. But the US has neither stopped the attacks, nor has Pakistan government taken up the case in the UN or to the International Court of Justice. Other than mouthing meaningless words in the parliament or in front of the media, the government has studiously avoided taking up this issue seriously. This only point's towards one conclusion, and that is the government of Pakistan and its army are actually supporting these attacks.
