Robert Zoellick cited rising food prices as the main threat to poor nations who risk "losing a generation".
He was speaking in Washington at the end of the spring meetings of the World Bank and International Monetary Fund.
Meanwhile, G20 finance chiefs, who also met in Washington, pledged financial support to help new governments in the Middle East and North Africa.
Mr Zoellick said such support was vital.
"The crisis in the Middle East and North Africa underscores how we need to put the conclusions from our latest world development report into practice. The report highlighted the importance of citizen security, justice and jobs," he said.
He also called for the World Bank to act quickly to support reforms in the region.
"Waiting for the situation to stabilise will mean lost opportunities. In revolutionary moments the status quo is not a winning hand."
At the Washington meetings, turmoil in the Middle East, volatile oil prices and high unemployment were also discussed.
IMF chief Dominique Strauss-Kahn raised particular concerns about high levels of unemployment among young people.
"It's probably too much to say that it's a jobless recovery, but it's certainly a recovery with not enough jobs," he said.
"Especially because of youth unemployment... there is now a risk that this will be turned into a life sentence, and that there is a possibility of a lost generation," he said.

Whether you love it or loathe it being the master of your own financial destiny is your responsibility and if the JOB does it for you then great but as another stated the wisdom of a rich man, when you are in charge of how much when and how ytou exert your skill sets then no JOB is going to come close to that.
The root of slavery is the wage packet. I have been self employed all my life and known the rough road and the high road. I would not trade that for anything, even the lowest ebb. It has made me.
Whilst they bank our money, spend it on their wars, armaments and drugs, collect our money as tax for their psychotic antics - we remain enslaved.

I am very aware of the World Bank's policies having members of my family work in it and for all the reasons they left are the reasons why the World Bank is not and never ought to be the arbiter of stabilization.

Self Expression is a very hard line of work? There are a lot of falls along the way but you get back up and go at it again.
You are not a Nobody dude? You have a brain so use it. You can go down and apply for a vendors license and sell mini donuts on a busy street corner. You can start taking photographs of weddings and become a professional photographer. Yoo can take up oil painting and make a living at commissioned art. You can dress up like a chicken and run around New York city asking people to donate to the Roamfree Chicken society. You can write a screenplay and sell it to a studio. You can bike across America and write a book. All are hard work. Or you can go down to the unemployment office and look in the database for $10 a hour job. I'd like to see you go to American Idol and go through the regiment those performers go through. That hardwork has paid off for quite a bit of them.
Today's youth need to realize the opportunity in this calamity. This is the greatest time for self expression in whatever form you choose. The individual can achieve so much by not becoming a sheep. A wealthy man told me that I will never get anywhere working for someone else. He is so right. Remember, it is not about finding a Job, it is about earning an income. America gives us the freedom to become whatever we want to be.
This generation does not need to be lost instead, they can create a new renaissance of thoughts and ideas brought to life. Schools need to be teaching this to students. If not this generation then the next but sooner the better if we are to save this nation.
