Toronto Police Chief Bill Blair says a homeless man has been charged with first-degree murder in the death of a Toronto police officer who died after being hit by a stolen snowplow.

The Special Investigations Unit identifies the suspect as Richard Kochkar, 44, formerly of St. Catherines.

He is also charged with two counts of attempted murder.

Blair says police used video from Sgt. Ryan Russell's police car in their investigation as well as information provided by witnesses.

Police are working with Russell's family to arrange the funeral for the 35-year-old married father of a young child.

The suspect was shot by police and remains in intensive care at St. Michael's Hospital.

People have been lining up at police headquarters to sign a book of condolence while several pages have also been filled in a book of condolence at Toronto City Hall.
