Fire officials say a 19-year-old man and 20-year-old woman are in critical condition.
Both have been rushed to Maricopa County Medical Center from the scene near 24th Street and Baseline Road.
The third victim, a 17-year-old boy, is in stable condition, according to police.
Phoenix police say the suspected shooter knew one of the male victims. Officers say the shooting stemmed from an ongoing fight. Investigators say the other two other victims shot were innocent bystanders.
The suspect has been taken into custody outside a home near 22nd Avenue and Grove. Two women were also seen being taken away in handcuffs at the scene.
Authorities say the suspect's father is the man who turned his son in.
Police say the suspect was not a student at SMCC.
The shooting happened just before 4 p.m. in the Technology Center building at the school.
Witnesses said several gunshots were fired in the building before the suspect fled.
Yessenia Lara, 18, a student at the school, said the shooter was one of two men who had been fighting in a computer building.
"I saw someone get punched and then I heard three shots after that. Everybody basically ducked, and the shooter got away," Lara said, adding that the victims were yelling in pain.
She said the gunman seemed to be directing his shots and not firing randomly.
Dr. Ken Atwater, the President of South Mountain Community College, issued this statement Thursday evening:
"I am greatly saddened to learn about the incident on our campus today that has left three individuals injured. We are cooperating fully with the Phoenix Police Department. This matter remains under Police investigation and because of that, details are limited. When information becomes available we will work to share it with you as quickly as possible. The safety of our students and staff is our highest priority and all appropriate measures are being taken to ensure the safety of our campus. Events scheduled for this weekend will continue as planned. Summer session classes will resume on Monday."
At the base of Phoenix's South Mountain, the college has more than 8,000 students.
