Charlotte-Mecklenburg police said Officer Jerry Dawson, a 15-year veteran, held the trigger on the stun gun for 42 seconds in all - a 37-second burst and another 5-second burst after Turner's confrontation with store managers.
The Medical Examiner's Office said Turner's death was caused by his agitated state and the use of the Taser.
Turner worked at the grocery store on Prosperity Church Road. Police have said Turner was asked by a manager to leave the store but refused. Police said Dawson fired his Taser to get Turner under control after the teen advanced toward him. But an attorney for the family disputes the police account of what happened, based on his interview with a witness and review of some evidence.
A surveillance video from the Food Lion released Wednesday shows Turner taking off a black shirt at the cash register and walking back toward the store's customer service area wearing his gray tank top. There, he knocks over a Western Union display and, at one point, throws an umbrella toward a store manager.
In the video, Dawson is just a few feet away from Turner aiming the Taser and shining a laser sight on the teen's chest. Police say that's when Dawson pulled the trigger. Turner continued walking as he was being shocked with the Taser for 37 seconds, police said. It is unclear from the video when Turner was shocked the second time or when he fell and lost consciousness.
A department-appointed review board announced Wednesday that Dawson's "decision to discharge the Taser was within our procedures, but the prolonged use of the Taser was not," according to a statement released by police.
In addition to the suspension, Dawson will receive more Taser training.
Mecklenburg prosecutors announced last week that they believe officer Dawson acted appropriatey and would not charge him criminally.
