IN HER first week as Israel's new Tourism Minister, far-right politician Esterina Tartman says she wants to strip citizenship from all Arab Israelis who refuse to swear loyalty to their country as a Jewish state.

Her remarks came on the day a parliamentary ethics committee decided not to take action against her for recently attacking the appointment of Israel's first Arab Muslim minister as "assimilation" and "a lethal blow to Zionism".

In a television interview on Tuesday, Ms Tartman said "any citizen who is not loyal to the idea of a Jewish state, his citizenship should be rescinded".

About a fifth of Israel's seven million people are Arabs. Many say that instead of being a legally Jewish state, Israel should treat all of its citizens equally, regardless of race or religion.

In the interview, Ms Tartman said Arabs and ultra-Orthodox Jews who refused to sign a declaration of loyalty to Israel as a Jewish state and then to perform national service should be allowed to remain only as residents without citizens' rights.

In January, she was widely accused of racial incitement after attacking Labour leader Amir Peretz, head of one of the three main coalition parties, for nominating Raleb Majadele as Israel's first Arab Muslim cabinet minister.

Ms Tartman said Israel was a Jewish state and should be run according to Jewish principles.

Her statements did not stop her promotion last Sunday to the key job of attracting foreign visitors to Israel.

Her appointment has, however, been clouded by reports this week that she was awarded more than 2.5 million shekels ($A750,000) in compensation for a traffic accident which, she claimed, left her unfit to work full-time.

Despite her injuries, Ms Tartman has gone on to win a Knesset seat, serve as chairwoman of the state audit committee and her own party caucus, found an employment agency, act as marketing manager for a chemical company and serve as director and committee member for an insurance agency.

It was also reported on Tuesday that Ms Tartman, chairwoman of the ultra-nationalist Russian immigrant party Yisrael Beiteinu (Israel is Our Home), was being investigated by police for boasting about false qualifications to fraudulently obtain employment and pay rises.

It emerged this week she also wrongfully claimed to have a masters degree from the prestigious Hebrew University and a degree from Bar Ilan University in Tel Aviv.

According to the Israeli media, Ms Tartman owes her new job to her long-time loyalty to her party leader, Avigdor Lieberman, the Minister for Strategic Threats.

A Jewish immigrant from Ukraine, Mr Lieberman has praised the expulsion of minority citizens on the lines of the ethnic purges in Cyprus in the 1970s and has called for the killing of Arab Israeli MPs who visit Syria and for the bombing of the Aswan Dam in peaceful neighbour Egypt.
