By hanging it under, a person could potentially touch a part if the roll that is not immediately used, thus allowing the next person an opportunity for infection from invading bacteria.
I remember addressing this issue in a comment a while back in SOTT.
My argument then, as now, is simply this:
If I (a man) am standing at the toilet to relieve myself, and I look down at an "Under" roll, I cannot easily see or reach the "Under" end, because I'm standing up facing the toilet...something females would perhaps rarely do.
However, when a female is sitting down, at a lower vantage point to the roll, she can see the "under" end and simply take it and go...which she could just as well do if the roll was "Over".
So, girls, give the lads a break and stop fussing and just go "Over". We all thank you ever so much.
It doesn't matter to me. Under-over. The only time I get annoyed is when TT doesn't come off the roll at all or there was some production flux that wasn't caught and the layers separate and you need to unroll to fix it. I'm not talking about cheap paper, this happens often with national brands.
The roll can't be removed until it is almost empty due to the spring loaded lock inside the spindle. I've also been known to stuff the outer wrapper in the core prior to loading, just for good measure...
Until I had a child. Then had to go under until the exciting event of unrolling the whole roll of toilet paper got boring. Now I go over again.
