Most of those pictures show the roads near the sea side. Now why would the road near a seaside flood? Because the roads were made by incompetent people who could not give an inclination towards the sea so that in case of excessive rain, the water could just flow into the sea.
Yes, it rained a lot and it is still raining but Istanbul needs this rain desperately. The dams feeding Istanbul are still only 26,71 % full.
It even hailed yesterday and there was disruption in the int'l airport. I hope it rains more.
