I would say it went behind the wire, there was no angle Chang or flare, just a slight occlusion. Ball lightning? No idea...
It moved slow and erraticly, consistant with the winds that you see swirling the tree tops.
I would liken it to a small hot air ballon and it burns away almost like the ballon is made of paper.
